What this suffix does

-eer comes from French "-ier" (from Latin "-arius") and forms nouns designating a person associated with a field, instrument or activity. volunteer = one who offers services voluntarily. engineer = one who works with an engine or machine. pioneer = one who opens a path through unknown territory. puppeteer = one who operates puppets. auctioneer = one who conducts an auction.

Privateer and buccaneer: the two most historical

"privateer" = a ship captain with a state licence to attack enemy ships in wartime. Different from a pirate, who acts without authorisation. Francis Drake was a privateer for Queen Elizabeth I. Very common in historical fiction and naval history. "buccaneer" = originally a meat hunter in the Caribbean islands (from the Carib "boucan" = smoking rack for meat), then a Caribbean pirate. Metaphorically: a bold and unscrupulous entrepreneur: "a corporate buccaneer."

Profiteer and mutineer: the most literary and political

"profiteer" = someone who makes excessive profit by exploiting a crisis: "war profiteers." Very common in political journalism. Strong negative connotation. "mutineer" = someone who takes part in a mutiny: "Mutiny on the Bounty." Appears in naval history and adventure literature. "mountaineer" = a climber or mountain-dweller. No negative connotation.

Some -eer words carry negative connotation (profiteer, racketeer, black marketeer) because they name abusive activities. The suffix can also produce verbs: "to volunteer", "to engineer" (to mastermind), "to pioneer".

Common mistakes

volunteer needs an extra suffix for the person
volunteer itself is the noun — no extra suffix needed

"volunteer" is the standard noun. "to volunteer" is the verb. There is no "volunteerist" or similar form in English.

engineer = only a degree-holder in engineering
engineer also means a train driver (BrE) and as a verb = to mastermind or contrive

"to engineer a solution" = to cleverly devise and orchestrate a solution. "to engineer a coup" = to mastermind a coup. This verbal use is very common in formal and journalistic English.

privateer = just another word for pirate
privateer = a state-licensed corsair, legally distinct from a pirate

The legal distinction between pirate and privateer was crucial: the privateer held "letters of marque" granting state authorisation. Francis Drake was a privateer (not a pirate) for Queen Elizabeth I.
