Comparative compara 2 cosas (taller than), superlative compara 3 o más y señala la número uno (the tallest).

La diferencia entre comparative y superlative es el número de cosas que comparas. Comparative se usa para comparar exactamente 2 cosas: "She is taller than her brother." Superlative se usa para comparar 3 o más y señalar cuál es la número uno: "She is the tallest in her family."
Si comparas exactamente 2 cosas, usa comparative: "This phone is better than that one." Si comparas 3 o más, o hablas del grupo completo, usa superlative: "This is the best phone I've ever had."

Comparative: adjetivo + -er o more + adjetivo, seguido de than (tall → taller, expensive → more expensive). Superlative: the + adjetivo + -est o the most + adjetivo, sin than (tall → the tallest, expensive → the most expensive). Los irregulares (good/better/best, bad/worse/worst) no siguen ninguna regla.
Usar el superlativo cuando en realidad solo se comparan 2 cosas: decir "the tallest of the two" en vez de "the taller of the two". La regla formal es que con exactamente 2 elementos siempre se usa comparative, nunca superlative, aunque a veces se escuche lo contrario en el habla informal.

Formalmente no. Con exactamente 2 elementos siempre se usa comparative: "the taller of the two", no "the tallest of the two".
Porque en español a veces se usa "el más" incluso al comparar solo dos cosas, mientras que en inglés esa distinción de 2 vs. 3+ es una regla fija.
