"Whether" se usa para preguntas indirectas con alternativas y en contextos donde "or not" esta implicado; "if" se usa para condiciones y puede sustituir a "whether" en preguntas indirectas informales, pero NO en todos los contextos.
WHETHER: conjuncion con dos usos principales. (1) PREGUNTA INDIRECTA con alternativa: "I do not know WHETHER she will come" = no se si vendra (implicando: o si no vendra — alternativa implicita). "She asked whether the report was ready OR NOT." WHETHER lleva siempre una alternativa (real o implicita). (2) WHETHER OR NOT: forma enfatica que explicita ambas alternativas: "I will proceed WHETHER OR NOT you agree" = procederé tanto si esten de acuerdo como si no. WHETHER es OBLIGATORIO (no puede ser IF) en: posicion de sujeto ("WHETHER she attends is irrelevant"), despues de preposiciones ("the question OF whether..."), en infinitivos ("I could not decide WHETHER to go"), y en frases con "or not" contiguo ("tell me whether or not").

En preguntas indirectas, IF puede sustituir a WHETHER en el habla coloquial: "I do not know IF she will come" = no se si vendra (informal, equivalente a "whether"). PERO: IF tiene restricciones que WHETHER no tiene. IF no puede usarse: como sujeto de la oracion ("IF she comes is irrelevant" = INCORRECTO; correcto: "WHETHER she comes is irrelevant"). Despues de preposiciones ("the question of IF" = INCORRECTO; correcto: "the question of WHETHER"). En infinitivos ("I could not decide IF to go" = INCORRECTO; correcto: "whether to go"). Con OR NOT adyacente ("tell me if or not" = INCORRECTO; correcto: "whether or not").

La distincion entre WHETHER e IF en preguntas indirectas es uno de los puntos mas discutidos en los manuales de estilo del ingles academico. El manual de estilo de la Universidad de Chicago (Chicago Manual of Style) dedica una nota especifica a esta distincion y advierte que "confundir if y whether en preguntas indirectas es uno de los errores mas frecuentes en la escritura academica en ingles." La razon historica de la distincion: WHETHER es cognado del aleman "ob" (si, en preguntas indirectas), que en aleman es obligatorio y no intercambiable con "wenn" (if condicional). En el ingles antiguo, la distincion era igualmente rigida. Con el paso del tiempo, IF ha "invadido" el territorio de WHETHER en el habla coloquial, pero WHETHER mantiene su uso exclusivo en los cuatro contextos formales descritos arriba.
