GOING TO = prediccion con evidencia: "It is going to rain" (ves las nubes). WILL = prediccion sin evidencia: "It will rain in winter" (opinion general). En la practica, la linea entre ambas se solapa, pero la distincion plan previo vs decision espontanea es la mas util.
BE GOING TO + INFINITIVO: (1) PLAN O INTENCION PREVIA: el hablante ha DECIDIDO antes de este momento. "We are going to restructure the team next quarter" = ya lo hemos decidido. "She is going to submit the report on Friday" = ya lo tenia planeado. (2) PREDICCION CON EVIDENCIA PRESENTE: basada en algo VISIBLE O CONOCIDO AHORA que indica el futuro. "Look at those clouds — it is going to rain" (evidencia: nubes). "The project is going to be delayed — we haven't finished half of it" (evidencia: estado actual del proyecto). FORMAS: am/is/are + going to + infinitivo. Todos los tiempos para "going to": "was/were going to" (futuro del pasado — plan que se tenia). "I was going to call you" = tenia intención de llamarte. NIVEL DE FORMALIDAD: going to = mas comun en el ingles oral. En ingles escrito formal, WILL es mas frecuente incluso para planes.

¿Sabías que...?
El ingles tiene al menos SIETE formas distintas de hablar del futuro: WILL, GOING TO, presente continuo ("I am meeting him tomorrow"), presente simple ("The train leaves at nine"), ABOUT TO ("I am about to call"), SHALL (britanico formal), y el futuro perfecto ("will have finished"). Esta multitud de formas para el futuro contrasta con el hecho de que el ingles NO tiene un tiempo verbal de futuro MORFOLOGICO — es decir, el ingles no anade un sufijo al verbo para indicar futuro (como el espanol hace con "hablar-E," "hablar-AS"). En cambio, el ingles usa auxiliares (WILL, SHALL) o construcciones perifrAsticas (BE GOING TO) para expresar futuro. WILL en su origen no era un marcador de futuro — era un verbo pleno que significaba "querer" o "desear" (I will = I wish/I want). Con el tiempo perdio su significado de deseo en la mayoria de contextos y se convirtio en el marcador de futuro por excelencia del ingles moderno.
