La estructura "it is time + past simple" es uno de los escasos vestigios del SUBJUNTIVO en el ingles moderno. El ingles antiguo y medio tenian un sistema de subjuntivo rico (similar al del espanol), pero este fue erosionado progresivamente hasta que en el ingles moderno queda en pocas construcciones fijas. Las principales supervivientes del subjuntivo en ingles son: (1) el subjuntivo presente en clausulas formales ("I suggest that he GO," "The committee demands that she ATTEND" — sin -s en tercera persona). (2) El subjuntivo pasado en condicionales irreales ("If I WERE you" — no "was"). (3) El subjuntivo pasado en "It is time" e "It is high time." Estas estructuras se usan cotidianamente aunque los hablantes nativos no sepan que estan usando subjuntivo — simplemente aprendieron la forma fija.
