"There is/are" introduce la EXISTENCIA de algo (hay algo); "It is" introduce informacion sobre el TIEMPO, DISTANCIA, TEMPERATURA, o una situacion impersonal (no traduce necesariamente "eso es").
THERE IS / THERE ARE: construccion EXISTENCIAL. Se usa para introducir la EXISTENCIA de algo o alguien en un lugar o contexto. "There is a meeting at 3 p.m." = existe una reunion a las 3 p.m. / hay una reunion. "There are three reports on your desk" = existen tres informes en tu escritorio. La concordancia: THERE IS + singular o incontable. THERE ARE + plural. "There is some information available" (incontable). "There are five documents" (plural). THERE IS/ARE no es el sujeto real — el sujeto real es el sustantivo que sigue. Pregunta mas natural: "Is there a doctor here?" / "Are there any options?"

IT IS (impersonal): el pronombre IMPERSONAL "it" en ingles no tiene equivalente directo en espanol — en espanol simplemente no hay sujeto. Cinco usos principales del "it" impersonal: (1) TIEMPO: "It is 3 p.m." = son las 3 p.m. "It is Monday." (2) CLIMA/TEMPERATURA: "It is raining." "It is cold today." (3) DISTANCIA: "It is 5 km from here." (4) IDENTIFICACION: "It is me." "It is John calling." (5) CLAUSULA COMO SUJETO formal: "It is important to listen" = es importante escuchar (IT = sujeto formal de la clausula). En espanol, todos estos se dicen sin sujeto: "Son las 3", "Esta lloviendo", "Hace frio" — sin nada que corresponda a "it."

Los errores clasicos: (1) "Is raining" = INCORRECTO. El ingles REQUIERE el sujeto impersonal IT: "IT IS raining." (2) "There is important to attend" = INCORRECTO. Para "es importante que..." usa IT: "IT IS important to attend." (3) "There are a problem" = INCORRECTO. Con singular = THERE IS: "THERE IS a problem." (4) "It are three meetings today" = INCORRECTO. Para existencia = THERE ARE: "THERE ARE three meetings today." La distincion: THERE IS/ARE = algo EXISTE en un contexto. IT IS = informacion sobre el tiempo/clima/distancia/sujeto formal de clausula. (5) En espanol puedes decir "Hay" para todo; en ingles debes elegir entre THERE IS (existencia) o IT IS (impersonal).

Si en espanol la oracion no tiene sujeto (como "llueve", "hace frio", "son las 3"), en ingles SIEMPRE necesitas IT: "IT is raining", "IT is cold", "IT is 3 p.m." IT es el sujeto gramatical vacio que el ingles requiere donde el espanol no necesita nada.

El sujeto impersonal IT del ingles es lo que los linguistas llaman un "sujeto expletivo" — un sujeto que existe por razones GRAMATICALES (el ingles obliga a tener sujeto), no porque represente ninguna entidad en el mundo real. El frances y el aleman tienen construcciones similares: frances "il pleut" (il = it, llueve), aleman "es regnet" (es = it, llueve). Lo fascinante es que el espanol (y el portugues, el italiano) NO necesitan este sujeto expletivo — la conjugacion verbal ya transmite toda la informacion necesaria. Los linguistas tipologicos clasifican los idiomas que permiten omitir el sujeto gramatical como "pro-drop languages" (lenguas de sujeto nulo), y los que requieren sujeto explicito como "non-pro-drop." El espanol es pro-drop, el ingles es non-pro-drop. Esta diferencia fundamental explica por que "is raining" (sin "it") es un error tan comun para hispanohablantes.
